For an explanation on server status, please refer to on world classifications. With the release of endwalker, final fantasy xiv has experienced record congestion and huge amounts of login queues. You can't create a character during a queue because you need a free slot to setup the character on the server.

So you either can wait it out, or make a new character on a server that is playable. That is time i don't wish to spend waiting, but after spending £8.99 on a subscription.

Outside of character creation you might have a small (a minute or so) queue to get into the server. Yes you can create a character on another world and play there, but se does charge a fee to move later, so if you really are waiting to play with a group of friends you might want to be sure before you pay to move a toon.
